Why getting the keys doesn't mean the recreation complex is ready to open

Watch the debate unfold

RUSSELL — The Township of Russell is targeting Dec. 11, 2026, for occupancy of the arenas and community hall at its new recreation complex, with the aquatic facility following on Feb. 14, 2027. Neither date is a confirmed public opening. The township must complete tests, inspections, staff training and preparations to run the facilities before they can be used.

“I think in our communications piece, we have to ensure that the public understands that even though we have the keys, that the people are learning how to do that and still operating that all in the same period of time,” Coun. Charles Armstrong said. Watch Armstrong, 2:32:22.

What does occupancy mean?

Occupancy means a building, or part of it, meets the requirements for people to occupy it. It does not mean every unfinished job has been completed or recreation programs can begin immediately. Commissioning means starting, testing and adjusting equipment and checking that building systems work together properly. Preparations for this work have already begun.

The project manager's October progress report identifies remaining work, including exterior finishes, doors, mechanical and electrical installations, refrigeration systems, pool equipment and site work. Fire alarms, sprinklers and other building safety systems also require testing and inspections before occupancy.

Why can't hockey begin immediately?

Even after the township takes possession, refrigeration equipment must be tested, ice surfaces built and checked, dressing rooms prepared and equipment inspected. Employees must learn the procedures for operating the new facilities while continuing to run the existing ones. Watch the staffing discussion, 2:32:22.

Coun. Jamie Laurin challenged the assumption that the occupancy date would be the date hockey organizations could move in.

“When you say December 11th, we take ownership December 11th. What does that mean? Does that mean that on December 12th that all the hockey players are going to be playing out of the new complex? No, that doesn't. It probably takes a few weeks for us to ensure that the ice is working properly, that there's been some floods on there, there's been people skating on it to make sure that we can that it that it's good ice and things like that. The commissioning of the facilities and all that, and the training of the of the staff.” Watch Laurin, 2:25:00.

What about the swimming pool?

In the pool area, overhead work must be finished and scaffolding removed before crews can move on to work such as pool tiling and deck finishes, according to project manager Hazem Osman's email. Other preparations include filling and testing the pool, checking water-treatment, filtration, circulation and air-handling equipment, health and safety inspections, emergency procedures, lifeguard preparations and staff training. The township's transition plan sets out pool preparations through February and March.

When will residents receive an actual opening date?

Céline Guitard, township director of parks and recreation, said further meetings would provide a clearer indication of when the facilities could open.

“We'll be having some pretty important meetings in the coming weeks, two weeks, about commissioning and training. So this will give us even more a better idea of what's coming up. So when we come back in next council in November, I think we'll again have a more precise date.” Watch Guitard, 2:29:17.
